Rules of the Residential Complex, established to ensure a safe, respectful, and harmonious environment for all residents of Azure Complex, Kapparis.

Welcome to Azure Complex, a community offering a secure and privileged lifestyle. Living here means embracing a set of rules designed to protect and maintain a harmonious environment.

These guidelines aim to ensure that all residents can enjoy their time in the complex without disruptions. By respecting these rules, we create a peaceful atmosphere that benefits everyone.

Community Contributions & Financial Reporting

Shared expenses and quarterly reporting

Community Contributions Required

All unit owners must contribute to the insurance, maintenance, repair, restoration, and management costs of the common areas. General expenses are shared equally between all owners.

If an owner fails to meet these obligations, the Management Committee reserves the right to pursue legal action for recovery of unpaid amounts.

Financial Reporting Quarterly

The Management Committee will provide a quarterly statement detailing the expenses incurred over the past three months.

Responsibility for Rule Violations

The rules apply to all residents, owners, tenants, and their guests. Owners are responsible for ensuring guests and tenants follow the rules, but only for actions they could reasonably foresee or prevent.

Any violation of these rules by guests or individuals authorized by a resident will be considered a violation by the residents or owners themselves.

Security Measures

Access control, CCTV, and privacy

Drones Prohibited

Flying drones over Azure is prohibited to respect residents' privacy and comply with GDPR.

Access & Monitoring

Residents are accountable for their access devices. All entry and exit movements will be monitored and recorded. CCTV is intended to be installed in due time.

Surveillance is limited to common areas and is used only as necessary for security purposes, in accordance with privacy laws. Access logs and CCTV data are managed in accordance with GDPR and accessed only by the Management Committee or property manager.

Accidents & Incidents Required

Accidents within Azure, such as collisions, must be reported to the police. Owners are responsible for having appropriate insurance coverage.

Prohibited Activities & Conduct

Parking, alterations, waste, pets, and more

Alterations & Structural Changes Important

Any permanent modification to buildings, fences, boundaries, or communal areas is prohibited without prior approval.

โš ๏ธ Under Cyprus law (Cap. 224): No structural changes, permanent additions, or external modifications may be made until the official title deeds for the relevant property have been received. All proposed changes must comply with the rules and receive Committee and (where applicable) municipal approval.

Parking & Vehicles Restricted

  • Quad bikes and buggies are not permitted within the complex
  • All drivers must hold a valid driver's license and adhere to a speed limit of 10 km/h
  • Each villa may use its private parking/driveway; guests must park outside
  • Boats, quads, caravans, and trailers must be parked outside the complex
  • Vehicle repairs in common areas are prohibited unless for emergency breakdown assistance

Waste Disposal Required

  • Dispose of garbage only in designated containers
  • Hazardous materials (oil, grease, chemicals) must not contaminate common areas
  • Bulky waste (furniture, electronics) must be handled per local regulations โ€“ not left in common areas
  • Recyclable materials must be sorted and placed in designated recycling containers
  • Use the municipal bins at the entrance of the road for recycling

Nuisance & Safety Strictly Prohibited

  • Fireworks are strictly prohibited (Cyprus Law 21(I)/2005)
  • Open pit fires, smoke machines, and hazardous/incendiary devices are not allowed
  • Activities producing bad odors or posing health/safety risks are forbidden

Dogs

Dogs must be kept on a leash in common areas and properly contained when inside units.

Damage to Property

Owners or tenants are responsible for any damage caused by themselves or their guests. The Committee will investigate thoroughly before taking any action. Residents are liable for damage caused to common areas or other units.

Boundary Trees & Hedges Communal

All boundary hedges and perimeter trees are treated as communal property. Height must not exceed 2.4 metres and width must not exceed 80 cm. Maintenance is organized by the Management Committee.

Balconies, Patios & Facades

  • Solar panels permitted after receiving title deeds and in accordance with local regulations
  • Satellite dishes, antennas, or external AC units require prior written Committee approval
  • Laundry, towels, or rugs must not be hung on balconies or railings facing common areas

Barbecues & Open Flames

Barbecues and open flames are permitted only in designated private areas. Never use in common areas, never leave unattended, and ensure all fires are fully extinguished after use. May be restricted during high fire-risk periods.

General Noise Rules

Avoid loud music, excessive noise, or any behavior that disrupts other residents. Singing, playing music, or using devices should be kept at a reasonable volume at all times.

Quiet Hours Strictly Enforced

During quiet hours, no noise or disturbances are permitted. These hours are in line with Cyprus local regulations.

Gatherings & Events

Residents are welcome to host gatherings within their property. However, noise and number of attendees must remain at a reasonable level. Large events should be communicated to the Committee in advance.

Sustainability & Energy Saving

Environmental responsibilities

Water & Energy

Residents are encouraged to minimize water and energy consumption by using appliances responsibly and promptly repairing leaks. Washing cars or watering lawns using common water supplies is prohibited unless permitted by the Management Committee.

Recycling & Waste Reduction

Efforts to recycle, compost, and reduce waste are expected from all residents. Opt for reusable or eco-friendly materials whenever possible. Maintain cleanliness around waste and recycling areas to avoid attracting pests.

Rental Rules

Short-term and long-term rental obligations

Owner Obligations Required

  • Owners renting their villas must communicate all complex rules to the rental company
  • Only one car is allowed inside the complex for rentals
  • Quad bikes and buggies are prohibited โ€“ this must be included in guest rules
  • The rental company is obligated to enforce all rules on tenants

Short-Term Rental Companies

Companies must operate in compliance with Cyprus law, including licensing from the Deputy Ministry of Tourism (Law 9(I)/2020). They must inform guests about community rules, quiet hours, waste disposal, and security requirements.

Amendment Process

These rules may be amended or updated by a majority vote of the unit owners at a duly convened general meeting. All residents will be notified in writing of any changes within 14 days of adoption.

Common Areas
All shared property within the Azure Complex, including entrances, internal roads, communal gardens, swimming pools, shared parking, perimeter trees, and landscaping areas.

Committee / Management Committee
The body elected by unit owners to manage day-to-day operations, maintenance, enforcement of rules, financial reporting, and legal compliance for the jointly owned property.
Owner
The legal holder of title to a unit (villa or apartment) in Azure Complex.

Tenant

Title Deeds
Official documents issued by the Department of Lands and Surveys, confirming legal ownership of a property.

CCTV
Security camera system for monitoring entrances, exits, and communal areas. Managed in compliance with GDPR.

GDPR
EU regulation for personal data processing and protection, fully applicable in Cyprus. Any personal data (including CCTV footage) must be processed lawfully, transparently, and securely.
Majority Vote
Any change to rules or major decisions requires approval by a majority (over 50%) of unit owners present and voting at a general meeting.
